Error: Could not open app. Try again later - Configure your solution S4HANA

Hi

I am trying to implement SAP Activate on SAP S/4HANA on premise 1511.

I have activated all the Fiori Config.

I have installed the building block libraries

I have set the project phase to Preset

I can launch End to End implementation Experience - Implementation cockpit > Manage your solution

When I select configure your solution - it provides a list of configuration tasks.

When I select any of these below:

I get the following error:

In /n/iwfnd/error_log i see the following:

So i looked in /n/iwfnd/service_,maintain and I can find this entry:

So i searched for service and activated it:

I now get this error - and no errors in Gateway...

As you can see, i've made a few steps.  The guide has not been exactly helpful - but I've muddled along...

Can someone shed any light on this error?
